特奧執法人員火炬跑由美國一群熱心執法人員發起，是一項以跑步形式支持智障人士體育運動發展的籌款活動。香港自1989年開始以特奧執法人員火炬跑籌募經費，由香港特殊奧運會聯同七個政府紀律部隊：香港警務處、入境事務處、香港海關、香港懲教署、消防處、政府飛行服務隊及廉政公署，並連同香港智障人士體育協會聯合舉辦。每年籌得的善款用於直接資助運動員出戰特殊奧林匹克夏/冬季世界比賽及特奧東亞區各項賽事和本地訓練。

Founded by a group of American law enforcement officers, Law Enforcement Torch Run® for Special Olympics is a fund-raising event for the sports development of persons with intellectual disability. Since 1989, Special Olympics Hong Kong has cooperated with seven disciplinary departments including Hong Kong Police Force, Immigration Department, Customs and Excise Department, Hong Kong Correctional Services, Fire Services Department, Government Flying Service and Independent Commission Against Corruption, together with Hong Kong Sports Association for Persons with Intellectual Disability to organize the event. Every year, all fund raised is poured in supporting athletes to take part in the Special Olympics World Summer/ Winter Games, Special Olympics East Asia competitions and local training.
